As an interviewee, it’s your job to determine whether you want to work there. These types of interviews are signals of dysfunction. Although interviewees often have no power, be vocal. Let the hiring manager know that someone on their team is out of touch and is likely doing the opposite of identifying talented candidates. You don’t want to mention this but they probably have an agenda and working with this person will likely be unpleasant.
